A shared payment pool can invite a language of fairness before anyone explains who contributes and who qualifies. USDA's February 14, 2017 California recommendation supplied that missing detail: regulated handlers would pay minimum class prices tied to milk use, and eligible farmers or their cooperatives would receive pooled payments on a uniform or average-price basis. [2017-02732]

The ethical question is how that distribution is understood, not whether the word uniform settles it. California-specific standards would determine eligibility for pool participation. The recommendation also recognized CDFA's quota program and possible authorized deductions from producer payments to fund it. A common price basis does not erase those distinctions or establish equal net benefits for every farm. [2017-02732]

The August 6, 2015 hearing notice makes room for examining alternatives rather than treating one arrangement as inevitable. USDA reported four interested-party proposals, some with pricing and pooling features not found in existing federal orders. Its notice said the proposed provisions had not received agency approval. Those options belong to a deliberative record, not a demonstrated improvement in anyone's livelihood. [2015-18704]

Our reading is that responsible discussion should make the payment direction and eligibility visible before praising the distribution. The February recommendation remained a proposal, with written exceptions due May 15, 2017. Together, the two documents explain one USDA policy process. They neither establish a religious judgment about pooling nor prove that the proposed system would produce fairer incomes or cheaper groceries. [2017-02732][2015-18704]
