A public record can preserve an earlier identity even when a person's legal name has changed. The Copyright Office's February 2, 2017 final rule addresses that tension through a specific requirement: requests to replace author or claimant names must include a court order granting a legal name change. Its March 6 effective date is still future as of February 13. [2017-02238]

The September 2016 proposal makes the change visible. Its proposed text barred removing names or replacing them with pseudonyms, and its list of required submissions contained no legal-name-change document requirement. The final court-order provision introduces a documented route rather than treating every name request as interchangeable. It should not be described as permission to erase authorship or obtain anonymity. [2016-22011][2017-02238]

Respect for personal identity is not the only obligation in this record system. The proposal explained the Office's view that original registrations must remain available for public inspection, even though complete internet publication is not required. Under the final requested-information procedure, a granted change produces a modified online entry and new certificate while leaving the original accessible offline. An ethical assessment must account for that continuing exposure, not promise disappearance. [2016-22011][2017-02238]

The boundary is different for extraneous sensitive information included by mistake: the final rule provides free removal from online and offline public records. The proposal separately cautioned that third-party sites may keep previously posted details. These limits make precision a responsibility toward affected people. The documents establish one agency's procedure; they do not show that dignity or safety has been secured, nor settle the competing values for every reader. [2017-02238][2016-22011]
