An innovation project can promise useful services while leaving its resource commitments unclear. EDA's January 11, 2017 final Regional Innovation Program rule addresses that practical problem through matching requirements. Cash and in-kind contributions can both count, but their values must be readily determined, verified and justified. Honest stewardship here involves describing what a partner can actually contribute, not inflating the appearance of support. [2017-00116]

The earlier September 2016 proposal explains why commitment is an institutional question. Organizations must follow their own rules for approving resources; governing bodies may control cash commitments while executives may have authority over personnel time. That distinction gives a concrete meaning to responsibility. A persuasive application cannot replace the authority required to make the promise on which the project relies. [2016-22286]

The final requires the match to be committed at application and available as needed, without incompatible conditions or encumbrances. EDA decides whether the documentation is sufficient. This sits alongside a maximum EDA investment rate of 50 percent and no minimum. The remaining financing responsibility is part of the design, not evidence that every organization has equal ability to supply it. [2017-00116]

The framework concentrates on RIS support for commercialization and related capacity, rather than announcing new grant recipients. It specifies February 10 effectiveness. Proposal and final belong to one agency process; neither demonstrates that jobs or regional benefits have already followed. A non-denominational ethical reading starts with the matching mechanism: public purposes are better described through usable commitments than through outcomes an application cannot yet prove.
