A shorter form is not necessarily a less accountable record. In its gambling-reporting rule published December 30, 2016, the IRS permits qualifying payments of the same game type to the same recipient during one reporting period to appear on a single information return. The option is bounded by documentation duties. This December 31 reflection concerns that earlier publication. [2016-31575]
Each included payment needs its own entry. The record must include the payee's confirmation by signature, while the individual responsible for an entry must confirm its information in a way that connects the signature to that entry. The concrete balance is between consolidating the return and preserving a traceable account of what was paid, not between paperwork and honesty as mutually exclusive choices. [2016-31575]
The 2015 proposal illustrates why terminology deserves care. Its electronically tracked slot category would use establishment-controlled systems recording individual wins and wagers. Proposed reportability required both $1,200 in net session winnings and one gross win of at least $1,200. The final rule did not adopt that model. Combining reportable payments under the final option is consequently not the same as netting all session gains and losses. [2016-31575][2015-04437]
Foreign-person payments, specified payments involving another beneficiary and payments subject to backup withholding are excluded from optional aggregation. These limits make the record more specific than a general promise of fewer forms. The two documents belong to one IRS proceeding and do not measure whether burdens actually fell. Respectful explanation also avoids turning a reporting threshold into a tax exemption or making moral claims about the people who play. [2016-31575][2015-04437]
