Truthful claims about seafood depend on information that can survive beyond the sale. NMFS's December 9, 2016 rule made that obligation concrete for covered U.S. imports: harvest data at entry, an annually renewable fisheries trade permit and retained supply-chain documentation. Its ethical relevance lies in making origin claims open to examination, rather than asking buyers to treat an assertion as proof. [2016-29324][2016-02216]

The February proposal had described tracing shipments from harvest into U.S. commerce to address illegal fishing and fraud. The final carried that aim into importer responsibilities. Neither document establishes that fisheries became healthier or that deception had already fallen. They belong to one rulemaking history, so repeating the objective in both does not create independent evidence of an environmental or social benefit. [2016-29324][2016-02216]

There were practical limits to the documentary ideal. The final allowed aggregated harvest reports and did not insist on matching each portion of a shipment to one harvest event. Certain products for which identifying species or harvest was not technically or economically feasible were excluded. Those boundaries matter to fair evaluation: the framework should be judged against what it required, not against an imagined promise of perfect traceability. [2016-29324][2016-02216]

Importers had to keep entry and custody records available for two years from import. The original calendar distinguished January 9, 2017 effectiveness from January 1, 2018 compliance for initial species, while deferring shrimp and abalone. Stewardship here involves both honest records and proportionate expectations. A delayed category was not proof that its resources mattered less, nor was a filed record alone proof that every underlying action was lawful. [2016-29324][2016-02216]
