A trainee's time matters, and so does the safety of people sharing the road. FMCSA's commercial-driver rule, published December 8, 2016, placed those concerns beside a specific assessment design: covered entry-level trainees had to demonstrate required driving skills, but the final rule prescribed no minimum behind-the-wheel hours. Flexible duration did not erase the obligation to teach or to assess honestly. [2016-28012][2016-03869]
The March proposal had combined proficiency with driving-hour minima of 30 for Class A and 15 for Class B, plus road and range conditions. The final removed those fixed time floors, leaving instructor-assessed proficiency essential. The contrast illustrates a choice about how to establish readiness. It does not establish that shorter courses are morally preferable or that longer courses necessarily produce safer drivers. [2016-28012][2016-03869]
There was also a defined knowledge requirement. Providers had to teach all applicable theory elements, and trainees needed an overall theory assessment score of at least 80 percent. Ethically, a certificate should convey completion of those obligations rather than become a substitute for them. This reading follows the rule's assessment mechanism without claiming that certification itself guarantees considerate or safe conduct on every trip. [2016-28012][2016-03869]
The historical measure covered certain first licenses, upgrades and first specified endorsements, with exceptions; it was not universal retraining for CDL holders. The published effective and compliance dates were February 6, 2017 and February 7, 2020 respectively. Both retained documents belong to one agency process. They establish a framework for responsibility, not observed reductions in crashes or an answer to every tension between access and safety. [2016-28012][2016-03869]
