When payments depend on measured production, accurate records are part of fair treatment for both payers and recipients. BLM’s November 17, 2016 final oil-measurement rule addresses that responsibility for federal and Indian leases, excluding the Osage Tribe. It replaces Onshore Order 4 with minimum standards intended to make production accounting reliable. That purpose should not be mistaken for proof of additional royalties received. The September 30, 2015 proposal made the connection between technical practice and accountability explicit through measurement documentation, recordkeeping and performance standards. It also contemplated an uncertainty calculator and objective criteria for evaluating systems outside specified methods. The ethical significance lies in making a payment-related measurement open to assessment, not in assuming a proposed tool already existed or resolved every disagreement. [2016-25405][2015-24008]

Operators’ ability to implement requirements also matters. Rather than retaining the proposed 180-day period for existing equipment, the final rule allows a one-to-four-year phase-in linked to production and facility measurement point application schedules. Lower-volume producers have more time. The January 17, 2017 effective date starts the final framework; it is not a claim that all existing equipment must change at once. [2016-25405][2015-24008]

Our reading holds two obligations together: account properly for shared or entrusted resources, and describe compliance burdens honestly. Neither requires portraying operators or beneficiaries as morally uniform groups. These documents are successive stages of one BLM proceeding, not independent evidence of success. Fairness ultimately needs reliable implementation and accounting results, which the announcement of standards cannot by itself supply. [2016-25405][2015-24008]
