Damage during excavation can create an excessive gas flow between a main and a customer's building. PHMSA identifies that danger in a valve rule published October 14, 2016. Looking back from October 15 at the prior week's publication, the human stake is concrete: reducing the risk of explosions around places where people live and work, rather than declaring those places safe. [2016-24817]

An excess flow valve responds by shutting off an unplanned, excessive flow. PHMSA's expansion, effective April 14, 2017, covers specified new or entirely replaced residential branches, multifamily services and small commercial services up to 1,000 standard cubic feet per hour. Above that level, new or replaced lines require manual shutoffs or appropriate automatic valves. The rule's defined scope should temper any promise that one device answers every pipeline hazard. [2016-24817]

Responsibility also extends beyond a single connection. A complementary PHMSA interim rule published October 14 establishes emergency-order procedures for imminent threats to health, safety or the environment across part or all of the pipeline industry. Those procedures took effect immediately on October 14; comments are due December 13, 2016. They provide regulatory means to address wider conditions, not evidence that a hazard has already been removed. [2016-24788]

Our ethical reading is that honest limits belong beside safety promises. Eligible existing customers must be notified about requesting a valve, but the rate-setter decides installation cost allocation; protection is not promised free. Both documents originate with PHMSA and do not independently verify outcomes. Respect for affected neighbors means explaining what equipment can do, what authority can do and what these rules alone cannot tell them about their own service line. [2016-24817][2016-24788]
