Claims about how animals were raised give consumers information they cannot obtain by examining a finished product. Looking back from October 10, 2016, an October 5 FSIS notice addressed the documentation behind those claims. It announced updated guidance for meat and poultry establishments, encouraged its use in approval submissions, and invited comments through December 5. [fsis-notice][fsis-support]
The notice covered claims such as raised without antibiotics, organic, grass-fed and free-range. It did not present them as interchangeable promises. FSIS said its update included definitions and the supporting documentation required for particular claims, along with additional information about grass-fed claims and claims carried over from purchased products. The scope of the wording therefore matters as much as the presence of a reassuring label. [fsis-notice][fsis-support]
The agency described records linking a claim to raising controls, signed descriptions of practices, product tracing and segregation, and procedures for nonconforming animals or products. Under the existing 2016 regulation, animal-raising claims were special statements requiring submission for approval. Establishments had to retain label records. Those provisions make the connection between a public promise and an accountable business process explicit. [fsis-notice][fsis-support]
For consumers with different ethical priorities, accurate descriptions allow choices without requiring agreement about which practice is best. For producers, the same principle means not implying more than the evidence supports. The documents establish an approval framework, not a ranking of production systems or proof of improved animal welfare. This prior-week notice offered a basis for scrutiny of claims; whether businesses fulfilled them remained a separate factual question. [fsis-notice][fsis-support]
